De aanbeveling houdt in dat vanaf 1 juli 2023 grensarbeiders sociaal verzekerd zijn in het land waar hun werkgever gevestigd is, als zij maximaal 49% van hun tijd telewerken vanuit huis. Voorwaarde is wel dat zij het grootste deel van hun tijd in het land van de werkgever werken.
